This is a street fashion and Japanese subculture started in the 80's, which is based on costumes inspired by Victorian era and rococo in practice [at least in the greater number of cases] is like porcelain dolls girls clothed in lace, puffy sleeves, knee-high socks, hats and bows presenting innocence and girlishness.
